The 3 essential endorsements for covering water in Quebec

In Quebec, the basic home insurance policy generally does NOT cover water damage. Three separate endorsements must be added to be fully protected: sewer backup, ground water (groundwater and infiltration), and overflowing watercourses (rivers, lakes, St. Lawrence River). Each applies to a different cause of flooding, and their combination varies depending on the risk zone of your address. Assur360 brokers can check your area and recommend the right combination.

Sewer backup

Covers damage caused by backflow of water through drains, toilets or sinks during an overload of the municipal network. Most common in urban areas.

Soil water

Protects against infiltration through the foundation, rising water table, or water that accumulates around the house during heavy rains.

Overflowing watercourses

Essential near a river, lake or river. Covers overflow caused by spring freshet, torrential rain, or storm surge.

How to do it in 2026

1

Identify your risk area

Consult the Ministry of the Environment’s (inondationsquebec.ca) flood zone map. Zone 0-20, 20-100 years or out of zone — risk changes everything.

2

Evaluate your belongings in the basement

Finished basement, bedrooms, laundry room, sports equipment: inventory. A flooded basement costs an average of $40-60,000 in repairs and lost property.

3

Ask for the 3 amendments

Don’t settle for just one. Even if your area is low risk, the additional cost is reasonable for the exposure.

4

Compare with multiple insurers

Limits, deductibles and exclusions vary widely. A broker compares 9+ insurers in a single step.

⚠️ Undeclared flood = denied claim

If you are buying a home near a watercourse or in a known area, you MUST declare it. Omitting this risk when quoting can result in a denial of settlement even if you’ve been paying premiums for years. Transparency protects your contract.

Frequently asked questions

Does basic home insurance cover flooding in Quebec?
No. The standard policy explicitly excludes damage by soil water, sewer backup, and overflowing waterways. You must add all three amendments.
How much do these three endorsements cost?
Generally between $50 and $400/year depending on the risk zone, the insured value and the insurer. The savings in the event of a claim far outweigh the cost.
Is my finished basement covered?
Yes, if you have the right endorsements and you declared the finish when you subscribed. Assets in the basement (furniture, electronics) often have a distinct boundary.
Does the government program cover flooding?
Quebec’s General Compensation Program (IMP) offers limited assistance to disaster victims. The aid is capped and does not replace private insurance. Source: Public Security Quebec.
What to do immediately during a flood?
1) Safety first (leave if the water rises), 2) Turn off the electricity to the panel, 3) Photograph the damage, 4) Call your broker/insurer, 5) Start cleaning as soon as possible to limit mold.
Are there any areas where flood insurance is denied?
Yes. In some high-risk 0-20 year old areas, private insurers refuse coverage. Contact an Assur360 broker: we have access to substandard specialized insurers.
What is the typical deductible?
From $500 to $5,000 depending on the level of risk and the amount insured. A higher deductible reduces the premium.
Do I have to report every previous flood?
Yes, always. Omitting a history is considered a false statement and can cancel your policy retroactively.
Will the government still compensate?
Yes, but ERP assistance decreases over time and is conditional. The Quebec government strongly encourages you to take out private insurance.
